The Legions of the Petal Throne line was originally created in 1977 by Old Guard with sculpts by William Murray. Ral Partha picked it up in 1978 and later, some additional sculpts were added by Tom Meier and Brian Apple. It was discontinued by Ral Partha in 1979, but picked up by Ph.D. Games. It is possibly, even likely, that Ph.D. Games altered some of the figures so that they were molded with weapons, rather than having to utilize wire shafts.
